PUNE: Defence authorities are in the final stages of drafting a formal proposal to hand over land on lease to the local municipal bodies in Pune. This time it is for the construction of three over-bridges, one each at Ghorpadi, Khadki railway station and near Holkar bridge.
This move follows the army's plan to accommodate the Pune Municipal Corporation (PMC) in allotting land for certain road-widening projects.

According to Brigadier R.J. Sharma, sub-area commander of the Indian Army's Pune region, initial surveys have been conducted by both the PMC and the army's engineering corp and the projects have been found feasible.
Chief among the proposals is one for the construction of a 2 km long railway overbridge at Ghorpadi at a cost of Rs 30 crore. This project could help end the long-standing problem of traffic congestion in the Ghorpadi-Mundhwa localities.
The other two projects are for a railway bridge at Khadki to connect the old Mumbai-Pune highway with Aundh road, and a new bridge over the Mulla river to ease the traffic problem at the existing Holkar bridge.
The entire list will soon be sent to the ministry of defence (MoD) for official approval.
"We have submitted our report to the PMC regarding the Ghorpadi bridge. We can expect the appointment of a full-time consultant to finalise the engineering study within a short time," said Sharma.

The bridge in Khadki was first proposed about a decade ago but has remained in cold storage due to issues related with land transfer. "It is major choking point for traffic. The same is the case with Holkar bridge, which is too narrow to handle the existing volume of daily traffic," said Sharma.
The sub-area commander added that unlike the matter of road-widening where land will be permanently transferred from the Defence Estates to the PMC, there will be allotment of lease as far as the land for the bridges are concerned.
"Over-bridges do not involve actual and active use of the surface land except in minor instances. The actual ground can still be used for other purposes and so we would like to keep that option open," Sharma said.
